1) Contact the office of the Secretary of State in your state and request a copy of the initiative and referendum handbook.
http://nvsos.gov/index.aspx?page=75 (This may be the online handbook, not sure)

2) The last preceding general election for all petitions submitted in 2014 is the 2012 General Election. Therefore, 101,667 valid signatures are required to qualify a petition submitted in 2014. Of the 101,667 signatures, 25,417 must be collected in each of Petition Districts 1, 2, 3 and 4. The last day for petitioners to submit signatures to the counties for verification is June 17, 2014. All sufficient constitutional initiative petitions must be returned to the Office of the Secretary of State not later than August 6, 2014, to appear on the November 4, 2014, General Election ballot.

3) All signers must be registered voters within the state, and in some states signatures must be collected from specified geographical areas.

4) Nevada does not ban paying circulators by the signature.

5) Processing Fee for initiative: I can't locate yet

This will be updated. This is mainly for 2016 as chances are this wont happen in 2014. We need people who smoke to register and actually show up when its on the ballet. It will also be tough to get all districts to provide signatures... We also need someone to write up a good legalization initiative. Maybe some folks in other states can help us out. The main issue is voter count and people not wanting to provide real information.
