Crying poverty is pretty lame considering you intended to spend the money on a video game, weed, or a girl. If you had discretionary income to spend on any of those things you are not poor.

In all likelihood, he took your money and scored his own bag. He turned off his phone so you would not keep bothering him while he was trying to get high.

Whether you are buying for someone else or yourself is irrelevant because you gave him money. There is a reason why the unwritten rule of the Black Market is "No money, No product." You gave him money, he gave you a promise.
