S.359 - Industrial Hemp Farming Act of 2013 Amends the Controlled Substances Act to exclude industrial hemp from the definition of "marihuana." Defines "industrial hemp" as the plant Cannabis sativa L. and any part of such plant, growing or not, with a delta-nine tetrahydrocannabinol concentration of not more than 0.3 percent. Deems Cannabis sativa L. to meet that concentration limit if a person grows or processes it for purposes of making industrial hemp in accordance with state law. Section 7606, Legitimacy of Industrial Hemp Research, authorizes institutions of higher education or state departments of agriculture to cultivate hemp in approved states.

Another scam that simply has a good title but truly the only folks that will be growing Hemp are the folks within the research firms that are researching the "growth, cultivation, or marketing of industrial hemp"... This will not allow for industrial Hemp like its title signals!

Another important issue that is being swept under our noses.... The Toll road issue. Do a bit of research and you will discover that the "No Toll Roads in Az" group that is seeking to pass a Constitutional Amendment is simply a means to gurantee to new construction roads the option of installing a Toll road or lane, while Constitutional guranteeing that "existing" roads with not be converted.. A complete scam! The Title may say "No Toll Roads in Az" but when you read the text it is a complete scam.. Like the Hunting Constitutional Amendment a few years back that was a sham and the, likely, 2016 MPP Marijuana Tax that will set to increase over time (aka legalization BS) wiill be another means to distort the real essense of the proposition with a fancy title for the proprosition. You can't judge a Proposition by its title!

We need a Constitutional Amendment that requires proposition titles to be in connection to the actual purpose of the proposition.
