Help with creating a CHEAP grow room (lights etc..)

I've already started a grow (it's in my grow journal) but I think to get the best out of my plants I need to buy some lights...a fan...some nutes (maybe) and other essentials

What is the best cheap type of light....and where can I buy these lights?

Also....what are the prices? in Pounds if you can...
