Let her dry till a slight wilt then squeeze sides of pot very gently. You should see soil loosen a little. Are you using tap water? PH/Chlorine content? Air movement? Lighting? Nutes? I see a bud forming on top so your into flower I would gather. But a bit over watered for sure.

Stop giving it water. Just stop.
Let it dry out.
Also, your leaves are all wet. You're in flower period, no more misting unless you want to get mold/fungus.
Let it dry out a little and worry about nutes once you get the soil evened out.
How often are you watering her?

yes tap water ph level at a 6.8 I have also a fan that is on a timer. lighting is a a sun system 150w bulb and nutes are a npk pack from ace don't remember name and yes 3 week into flower its a dinafem industrial plant

Yeah just let her dry out till she wilts a little. It may not sound right but you want to see the need not think it needs. Your plant will tell you when she's got the right amount of water the leaves have a "hard on" so to speak. When the leaves "fall" back down give water. More is not more.

Dont be afraid to insert 5-10 pictures. The more good pics you upload the easier it will be to actually ID the problem.

Do you have a feeding schedule? Water schedule? What kind of water (what do you know about it?)? What light is she under?

Your plant was doing fine! The lower leaf die off is natural and normal!!!!!!!!!!
Just keep going as you were!

The only possible problem I see is MAYBE some early thrip damage......Just to be sure, get some pyrethrin and spray lightly the tops and bottoms of the leaves and the soil. Repeat in 5 days.

I've got a plant 6 ft+ with a 400 almost done and my lower leaves are green. So no, not normal. Haven't seen a plant yellow from bottom up that didn't have a problem with wet feet. And that's thousands of plants. And dude if thrips are a problem LADYBUGS. No insecticides I don't care what it's made from. Use right up until harvest. Nah! I'd rather not.

Thrips are not a problem. Overwatering was thanks for the info any suggestions in what to mix with tap water for better healthier bud?

I've never used tap water. I've used RO since day one. However a good quality food in small amounts ph'd after adding. Carbon's like Aphrodite’s Extraction from Nectar for the Gods is flipping awesome. Contains dextrose and sucrose.
