Help me!! My plant wont grow! Im a noob!

What is your intent here cigarillo?

i've been keeping it in a room under a grow light as well as a heat lamp.
There were some gnats in it for a while, so i starved it from water for about a week until it looked weak, which is when i moved it outside to water it and let it get sunlight.

Other than that i'm not really sure.
