HELP! Lost my green cert. mail slip..

So I was wondering do you need the green receipt you get from cert. mail; or just a copy of the paperwork?

Yes, you have to have your proof of mailing.
Actually, you have to have a proof of mailing that is at least 35 days old before anybody can legally sell to you.

I have emailed the Department of Health to find out what patients that don't have proof of mailing can do, but have never received a response.

To some degree this is true. However it only provides you an affirmative defense and requires a courtroom, medical documentation, and a doctor to come and support your claim. You have to sell your medical necessity to a jury. Some people will have a hard time of that. It would be much less expensive to get a proof of mailing. Most dispensaries these days will not sell to you with only a dr's rec.
