It depends on your basement. In mine there are lots of airbricks and a hell of a lot of air coming through. My basement is only under on half of my house, air brick/vents from the front of the house, into the basement, more on the opposite wall to out back.
If you have no air bricks or any type of ventilation down there then yes you will need to bring in fresh Co2 laden air to replace what is used by your flowering plants(and veg but not as much so)
I would imagine in your basement there is some sort of ventilation because it would be damp and mouldy without any.
If your only running say 2 tents around 3feet or 4 feet square then the built in ventilation should be fine, assuming I'm right and you have some. If your running larger tents then extra ventilation would be a good idea. Don't skimp on air exchange unless you plan to run with added Co2

If you have enough windows you should be fine. Worst case you have to fit a box with an inline filter bringing more in. I imagine once you get your extraction sorted you will be good with passive if the windows don't get fully sealed. You can build a light baffle or light trap around your windows which will let air flow in but not let light out.
As for inline fans and filters, different places in the world seem to have slightly different options and opinions.
In the US I hear Phresh Filters mentioned a lot. I am in Europe, I like Rhino filters. I have an an Isomax fan (airforce 2) for my extraction in flower tent. A Ruck fan for veg and intake. Ruck fans are reliable and powerful. German Engineered with Swiss Bearings.
The Isomax is an acoustic fan, strong and powerful, can handle resistance in long ducts well. But I bought it for low levels of sound. Its good but there are quieter fans available. .
There are many good inline fans, just don't buy a cheap shitty one. I made that mistake and the noise was really loud, dodgy bearings ect.
A good inline or box fan will not set you back too much.

Good luck on your set up.
BTW I don't actually use my basement for my grow, the boiler and both gas and electricity meters are down there. Not ideal.
