Fungus gnats in outdoor grow

Howdy. I live in VT where it has been wet af. Went to check on my outdoor plants and found the wet ground crawling with fungus gnats. These are in ground plants, so perhaps not such a big deal, but I’d love to hear suggestions. I hit the plants and the soil with some neem. These buggers ruined an indoor grow of mine a decade or so ago. Wasn’t happy to see them!

Try some DE . For the ground I'd sprinkle it on a little heavy and maybe scrach it in. For the plants, I don't know, but it probably won't hurt to mix DE in water and spray. If it doesn't keep the gnats off it might keep something else off.
