Four 4' T5 or T8 Daylight Spectrum High-Output CFL's Enough or 600w MH better?

Will four 4' T5 or T8 Daylight Spectrum High-Output CFL's be enough to veg up to four weeks with five babies under them? Also I should keep the lights 3-4" max away from the top of the babies correct?

I'm planning on cloning the five I start with then once they outgrow the CFL's putting them under a 600w MH until I flower them at 12/12 under two 1000w HPS's. I want to turn the five I start with into 15-20 female clones and fully grow them. Do you guys think I should just go with a 600w MH from the get go with the five mothers? Would it be possible to grow the five mothers from seedling to "ready to clone" under just the CFL's? I've never cloned before and that is the part I'm getting hung up on. This will be my second project.
