Flowering ?

So my plants are about a foot tall and im getting ready to flower but was wondering if i have to use hps lighting of if i can use the cfl that i have already bought and used to harvest and just buy a timer to swtich the light to 12 and 12 and then do i still water them just normaly? and leave the lights as close as possible like in growth

Yes, you can use cfls all the way through. Your yield will be smaller. There are several threads in this forum of all-florescent grows.

Hps can be used for all phases following germination.

Initiate flowering when the plant is ready, which in my experience, is 4-5 weeks from seed.

Yes. Watering schedule would be more frequent under hps. Water as needed.

I don't understand the question. Are you talking about the distance from plant to bulb? If so, the cfls can be placed close to the growing foliage. Hps must be a good deal away from the top.
