Regular fluros tubes or cfls?
Because they're longer, the heat is distributed over a bigger surface, so you can actually let the vegetation touch all but the very end parts of regular, T12 type fluro tubes without heat damage. So, as close as possible without constantly touching would be what I'd do.
CFL's are hotter. Placing your hand between the top growth and the bulb should allow you to find the perfect closest spot. If your hand catches fire (get's uncomfortably warm) they're too close.
