Electric seedling

So, as the title implies, I touched my seedling and kept getting shocked.
At first I thought it was static, but after touching the base where the seedling roots into the rock wool, I found out that this was proper fucking electricity.
This is coming from a uv filter I bought, and which is submerged into the dwc bucket.
Logic tells me that it was sold to me faulty, or is simply a shit filter.
Any of you ever had this experience, and should I throw away the filter?

Is that item made to be submersible?if so it sounds like you might have some issue with your plug or outlet.You must make sure the plug is orientated correctly or you will get shocked.Cutting the 3rd prong off a plug so you can turn the plug upside down and fit it on your powet strip,for example is a no no.Those blades need to be in the right slot one side is hot,one is neutral and the 3rd is a ground to protect you

Most modern plugs etc have one blade thats bigger or orientated in such a way to prevent that...but...sometimes...heh,people do weird stuff :)
