i think it is advertising. Tilray's logo is on it and where do you think they'll steer you when you ask about getting meds. they sure won't be discussing home grows or dispensaries

If a licensed producer is found to be in contravention of the advertising prohibitions in the FDA, they could be subject to prosecution and if convicted would be liable to fines ranging from $250,000 to $5,000,000, or to a term of imprisonment ranging from six months to two years, or to both (s.31.2 FDA). Similarly, if a licensed producer is found to be in contravention of s.70 of the NCR, and is convicted of that offence, the fines could range from $1,000 to $5,000 or to a term of imprisonment from six months to three years, or to both (s.46
Controlled Drugs and Substance Act).

it would be fun to have a group of mmar patients/growers along with hydroponics suppliers and dispensary owners following these jackasses around giving information seminars beside them. I think there needs to be some kinda movement to counter the bullshit coming from the LP's. Make sure the potential victims realize it is possible to grow their own safely, easily and at a fraction of the cost of LP weed. They can be the molsons and Labatts of the recreational market as long as Jack and Jill micro-farmer has the same opportunity. Most important is the hobby-farmer who wants to grow a few personal plants.
All that aside, it's interesting they would need to resort to a traveling roadshow to attract sick people to their medicine. It's either an indication they are in serious trouble with investors and feel the need to do something, or as the op said, and more probable, it is merely blatant advertising and an attempt to gain brand recognition in the run up to legalization.

The meat and potatoes of the advertising regs are that you can't advertise finished product (bud) or the price, to the general public.

Hell I saw an LP advertising in a health and lifestyle magazine. Premade brownie, pancake, and cookie mixes. Just add herb

Their products advertised in health magazines. The magazine I found it in was at Nutrition House.
doesn't that stuff look like its regular stuff with an inflated price?
i think because they label it as "hemp" they can charge more. where's the medicinal anything on that site? very weird
unless i missed it
