You need .048 cu. ft. every 3.88 minutes

What you need.
-CO2 Controller/Monitor (CAP makes a good one)
-Solenoid Control Valve (to hook to the CO2 Valve)
-CO2 Valve (to hook to the tank)
-CO2 Tank
-CO2 Gas

Your looking at about $400 - $500

or
2 gallons of water
2 pounds of sugar (corn sugar or cane sugar)
1 tsp Yeast (preferably Bear yeast, lager Yeast) any yeast will work
1/4 inch aquarium hose/or what ever is a 1/4 -all the calculations are for 1/4 in.

Take a container thats 2 gallons or more (That you can seal to make air tight)
take a hose. run that from the top of the container thats making the gas (you just want the CO2 gas. leave a space at the top of your container for the CO2 gas to collect. the hose should just be inside the container making the CO2. Not in the yeast sugar solution) to the bottom of a 1 liter pop bottle- this will be your bubble counter (or what ever you have thats air tight)
Take another hose from the top of the pop bottle (again you just want the gas coming from the pop bottle so just stick the hose in a little bit) and run that to the top of your plants.

Now that you have this made. Make your yeast and sugar solution. (add luke warm water, add the sugar stir or shake to dissolve the sugar, add the yeast last)
fill up the pop bottle with water, making sure to leave a air gap at the top of the pop bottle, The CO2 will go from your 2 gallon container to the bottom of your pop bottle, and make a bubble, rise to the top of the pop bottle and through the hose to the top of your plants.

with a 2 gallon set up you want 4 bubbles per second or so will get you in the ball park for your 1400ppm CO2
You could go with a 1 gallon container, and 4 bubbles per second.
If you have a hard time counting the bubbles change the water in the pop bottle with something heavier like cooking oil (it's what I have in mine)

The Sugar is the Fuel
The Yeast is the throttle-the more yeast the faster you'll make CO2
this will probly last you 5-7 days and cost about $10 a month to run.
