OK, might be a fish-brained idea (feel free to let me know)
But I am cloning in a plastic tub with another on top of it. (them cheap translucent types)
In it I have a fish tank air stone fed by an air pump. I have my clones in Rockwool, sitting on this. It keeps it the same distance off the water no matter what the water level. (within reason; IE: no water or spilling over the top)
Its a Styrofoam frame with lathing on top. You can adjust the height with a few stones if you need to sink it down a little. The lathing is held in place with a couple of toothpicks.
(I travel a lot and at the drop of the hat. So this allows the water level to dry up a bit, but keeps the bottom of the rockwool getting that little splash from the air stone.)
