Ok I found a cheap place to get a cheap ph and moisture meters online from a tool company.
Ph meter $4.99

Moisture meter $4.99
Couldnt find the product on the site but its in the store. If you call and order it they will find it for you. You can also get this at wal-mart for a dollar or two more.
I just wanted to mention that the ph meter only test soil not water. You will need a water ph tester or test kit. Knowm can you post up your link you have been using for the test kit?
