yea, in a small space about 1 foot X 1 foot it will be effective, consider using maybe 4 26w cfls (100w equiv) and when vegatating use 6500k daylight cfls and when flowering use 2700k warm white cfls, if you can only fit these 4 15w cfls id say your okay and will get a decent yield from one plant but consider at least getting 2 more powerful bulbs such as two 15watter and 2 26w or just 2 52w (150w equiv bulbs) if height space isnt an issue

They will work, just not great..
You'll prolly get a small plant with little in the way of yield, buds will prolly be light and fluffy with little density, providing its a female of course.

Try to find some bulbs that are somewhere between 26w and 42w.
Obviously 42w will work great...But the 26w will work just fine too.
As SMOKEN said try to find some bulbs that are marked as DAYLIGHT, with a 6500k rating(THESE EMIT MORE BLUE SPECTRUM LIGHT) the K rating will be on the packaging.
These are great for Vegging.

For flowering, buy some 26w-42w WARM WHITE CFLs with a 2700k rating.(THESE EMIT MORE RED SPECTRUM) and you'll do just fine.

IF YOU CANNOT FIND DAYLIGHT BULBS, YOU CAN SUBSTITUTE THEM WITH "COOL WHITE" BULBS, THAT ARE RATED AT SOMETHING BETWEEN 3000K-4500K, THESE WILL WORK FOR VEG, JUST NOT AS WELL AS THE DAYLIGHT TYPE.

dont throw your 15w bulbs away, these will work for supplemetal lighting to lower branches later on in the grow
