building a quality organic soil in the gta ( greater toronto area )

I am doing my research and came across useing subcools soil. Excuse my bad grammer. I tried finding the ingredients and am now stuck because you can not order across the border. Anyone in ontario building a good soil? I will order from anywere in canada.

My plane is to spend 3-400 to get a water only all 100% organic soil. For a pc grow ill get as big a pot as nessessary but will it b enough? Please help. I have 400w light 250w cfl 5700k 150w cfl 2100k i will get another 2 plus 2 23 w 2100k with haze2.0 auto flower planning on lst till done with ona gell pc is set up and im doing 20/4 lighting. Watering with distilled water. I have yet to determine pot size but i will research what was used by others imma make my own custom fit plant pot. Dose a pot need anything special?
Also i will supliment co2 from my home brew.
