Well i dont have a 60 flor i have a 30 watt and i sit it right on top of the plants without touching them. When i cut my clones i just put them into the neoprene with nothing less then an inch sticking out the bottom. I have my water roughly n inch, inch n a half from the bottom of the stem. My bubbles splash on the plant and collect as a drip on the bottom. I dont actually have the stem sit in the water. It works good for me. But the fastest i have had a root sprout is 7 days , its usually 10-14 days. I think the best temp from what i have read is 65. Mines from 74-78 which may be why it takes so long for me to root..
And ph should be in the range of 5.5-6.5 i like mine at 6.1. Dont ask me why cuz i dont got a reason lol
