Best state for outdoor growing

First I am posting this in the California because of the large amount of medical members the this forum. I am looking for state and county of the best place for a large legal outdoor 99 plant setup. Please give what info you have on the laws and enforcement in that area. I want to be 100% legal but understand the cops can cut your crop whenever they want. I am looking for a growing friendly area. I am looking at butte county California now but think that isn't going to work now. Rep for help.

Butte County just passed a new ordinance which does not care how many plants you have but depends on the "grow space". Off the top of my head, more than 1/2 an acre of privately owned land is 50sqft outdoor and more than 10+ acres is 150sqft outdoor. The general consensus in the area is to eliminate the commercial growers ability for legal protection while growing 1,000lbs of tax-free weed a year and empower the personal grower who needs only 10-20lbs per year. ;)

I read stories every week of a grow getting busted and cops finding $100k+ in cash and 1,000+lbs of dried cannabis..

Ca. is absolutely flooded with growers, many terrible and very many outstanding. Lots of competition and it's not necessarily how good your product is, it's who you know. Also a lot of the best grow areas are very closely knit communities that do not like newcomers. You will not only have problems with nieghbors but also the local LEO. They tend to support the old timers that have been their a long time, it's a very localized community in the grow areas. Many people get busted or harassed out of the areas. If you know someone it would be a big plus, but some people still can pull it off, good luck. I actually think WA indoor would be a better bet for what it's worth.
