San Diego is a no go for outdoor. Plants need to be in a greenhouse and in pots. Orange county is pretty uptight but if you tie a sweater around your shoulders when you grow it might work. Secluded outdoor sounds like NorCal to me unless you want to be in the desert.

norcal is best.
Although they have local ordinances and its best to read the local regulations and visit before you move.

anywhere up north in the country where you have no neighbors. you can do what you want until someone knows about what you are doing and will never have a issue from rats unless you tell people

I live in Los Angeles. People here grow openly in their front yards and windows and as long as u have ur MMJ recommendation the police dont bother at all. I think they have more shit to deal with than some plants. I sit and chat with police while smoking blunts all the time right here at the taco truck. Its pretty lax. Btw I live in actual Los Angeles city, not a suburb, so its policed by LAPD. The suburbs are policed by LA county sherrifs and they are more ass holey lol.
