beneficial bacteria?

i left a bag of bloom booster outside for a while outside and i ended putting t it on my soil and ended up top layering my one of my plants today i noticed the cob web associated with mold. is this good or bad?? it that nice beni bacteria

fold it under, water completely until some run off. when the pots light again, repeat
topsoil fungus happens when water is applied too frequently.

even if since transplant has only been watered once in about a little over a week? fungus only came up when i put the top soil stuff on top of the other soil rh in my tent is 50%

fungus wont grow on dry dirt right?
fold it under, carry on

Hard to say if it's mycelium or not, from beni's
Follow chiq's advise.....won't harm them if good ones.
