Ballest Problem or home electric problem??/ PLEASE HELP?

Ive had a topic like this a few days ago and gt some helpful info but it ddn't solve it. I'm not sure if I need to return my ballest or what. Here is the problem scenario:

Timer does put my ballest on ne more (for w/e reason, everything else cpmes on no problme on that plug and timer, the timer is perfect for the light ratings wise)

So I wake up at 8am and lug in my ballest by hand, exept most of the time nothing happnes, I unplug, replug, for a little while, then after a few attempts it powers on. It is very scary and I'm waitng fot it just not to come on, its weird its always the same outlet it comes back on in ( the one were on first plug in, doestnt work)

I know this is a lot of ramble but any help wether I should return the ballest or what>??

i got the htg light kit, ballast, hood, 2 bulbs, heavy duty timer, my time has a switch on the side that controlls weather or not to turn on the light. sometimes it turns off by itself, but never when its in, its after it turns off, this has caused some problems cuz my light goes on at 10am and i usualy sleep till 12 or later. so im lucky its not in flower.

the only time ive had problems with my ballast is when i unplug it and then plug it back in.

i was worried about electric problems involving the ballast, so i got a heavy duty dead switch extention cord. its only like a foot long but any backsurge in the line and it shuts down, no risk. some outlets in walls already have this, make sure yours is reset for that outlet, it may be a problem with the outlet, does anything else work in that outlet? the one that it doesnt work in...

but if it comes on in that outlet later it sounds like a firing problem in the ballast, sorry about that other shit... kinda stoned...
