Of course they buy it from out of state. What difference does it make? Not like some poor AZ grower is forced to sit on quality product because of it. There just aren't nearly enough competent commercial level growers to feed the AZ market yet.

The problem is, forcing Arizona patients to buy from dispensaries, who are buying the low quality bud grown out of state.

Why should I have to end up supporting some out of state grower, by paying top dollar for their rejects? Sure, the state gets their tax money, but if I were able to grow my own, the money I saved would go back into the local economy and get taxed anyway.

I don't think they care if the money goes into the local economy. They are only concerned about it going into their pockets. You'd just waste it on food and other useless crap.
