I am on a low budget and i'm trying to grow but i only have acess to warm white cfl's and incandecent lights. i was just wondering would i be able to use all warm white bulbs for both stages of groth ( veg and flower )... and if i added a 200w clear incandecent light would it make a differance?

You can use warm whites to veg but don't expect very fast growth or a very healthy plant. Buy a 4 pack of Daylight Deluxe CFLs for $12 and use them to veg.

Home Depot has two pack 23 and/or 27 watt cfl, for around 5 bucks. The 27 watters maybe a lil more. You can also use tube fluoros, and HD also has those, for pretty damn cheap, and they work good for veg. But incandescent lights won't do you any good. Get daylight for veg, and warm for flowering. I would suggest higher wattage cfl's, and plenty of them. But they can do the job. Check the FAQ, very helpful, also check the lighting tab. Good info in there for newbs, helped me out tons. Good luck

i have space for 16 bulbs and if i use both what ratio should i use for each stage. i know you use cool white for veg and warm whit for flower but is there a ratio of cool/warm that i can use at the one time to complete the spectrum that the plant needs?

The plants only use 6500K lighting while in veg phase so having X amount of 2700K bulbs would do nothing until you flowered it.
