i ask becuase i want to run a 150 watt hps.

is that with or without a fan?
i have a small clip on fan running above the canopy of the plants. With an inline fan/air filter it runs at a perfect 75 for me with the light about a foot away. The setup is in my closet so i tend to leave that off. The tent im using is 2x2 and I think a 125-200w fluorescent light would be prime for vegging.

Update Week 6:

I have a GL 80 Tent coming in (2'7x2'7) (6.9sq ft) and a 250w HPS for my bloom cycle.
The white widow seed sprouted and is vegging in the GL60 along with the two other plants. The one main plant has done very well several future bud sites.
As soon as the new setup is hooked up which should be about a week from now (Week 7) I will move this plant in to flower.
Halfway through its cycle I will move the second plant in. This plant is doing well but couldnt hurt to give it a few more weeks of vegging..
All while the white widow seed veggs along with another seed I plan on getting.
Seltzer water has been sprayed each day. Fed nothing but water. Both plants are drinking about a half galllon of water every other day.

I started off with this same exact setup. Just upgraded to a 170w led by unit farm that supposedly puts out the equivalent of a 400w hps. The 150w sunsystem is a good choice. I also struggled with maintaining a good temp (part of the reason I switched to led). The only thing I can suggest to get your temp down is adding a portable ac and running duct from the ac through the bottom/side hole

I started off in a cab about this size (23"x17"x54") first with cfl's and a rather noisy 50cfm home depot bath fan. Then I upgraded to a 150w HPS and the fan couldn't handle it, so I upgraded it to a 80cfm Panasonic Whisper ($100) and OMG it was so quiet you couldn't even tell it was running until you put your hand over the exhaust. It had a smart flow sensor that increased rpm when it felt a restriction like carbon filter so it did a true 80cfm no matter what. Worth every penny.
You may want to look into hempy buckets vs soil. They are just as quiet, provide faster growth and perlite is a whole lot easier to clean off carpet lol.

Eta: here's an inline Panasonic Whisper https://www.ebay.com/itm/Panasonic-FV-10NLF1E-120-CFM-1-Sone-Three-Speed-In-Line-Exhaust-Fan-w-Rating-/401390020078?_mwBanner=1

Also, a humming ballast is a magnetic ballast in which the capacitor has gone bad, overheating the core and coil, melting the epoxy that separates coils, allowing them to vibrate against each other. Scrap it and get a digi.
