I don't think the router determines your IP except within your LAN (local area network). If you're dial-up then you get a dynamic IP, if you're on cable modem or DSL I believe that
usually it's a static IP set by your ISP.
HOWEVER! A good router, to my mind, is a MUST, and it must be able to act as a physical firewall to really be worth the $$.
