I wouldn't say that weed made the music we have today (most of it on the radio is shit), but I definately think it played a huge role.

Weed or no weed, musicians are often creative geniuses. When I play guitar, I make colorful music. When I play guitar stoned, I make interesting colorful music. I get into the rhythm a lot more, and I play things I might not normally play sober.

It's alcohol that impairs the creative instinct by ruining motor skills and thought processes. Although, it certainly makes for a good live performance. Tool's singer drinks red wine on stage...
