I suppose for the reasons for creating new accounts is taken into account..

Creating multiple accounts to chain rep or spam, nu-uh

Creating new accounts because a change of personality can not be bound to the old persona? Might be acceptable..We Tarded complained of his name multiple times and expressed disdain publicly to everyone and the mods and asked if he could change it. I suppose he is a combination of reason 2 and 3.
