Buds are sprouting off please some advice!

I Am Growing Bubble Gum And It Is In The 9th Week Of Flowering But Instead Of The Buds Getting More Dense They Are Sprouting Off From The Side. Is This Normal Or Should I Harvest? Any Advice Would Be Much Appreciated!
