You're absolutely right, seeds (at the moment) are perfectly legal in the UK and are sold as 'souvenirs' but it is not legal to germinate them. Whether the status quo will continue however is the subject of some debate and I hear on the grapevine there's some noises that seed sales will become illegal, when or if this might happen - who knows.
To answer the original question, it is illegal to buy seeds in the US, it is illegal to buy seeds from overseas and import them into the US and by association, anyone selling or sending the seeds into the US are equally culpable of illegal acts as the person buying them.
There's an interesting case going on at the moment with Marc Emery, the Canadian Cannabis activist, who is fighting extradition to the US on charges of 'Conspiracy to traffic Cannabis seeds' and faces a prison sentence of 10 years to life.
