Which is it? Sprout towards the bottom or sprout towards the top?

I need to know when I'm germinating seeds, do I damp them in water everyday or just let the bowl sit on top of it until it sprouts?

Now I've read the two infamous coloring topics on here and I've seen that they produce unsatisfying results. But I was thinking maybe if I feed the seeds food colouring while its in the 1st process and then stop once I get the baby plant a certain color. I'm thinking it'll grow into that color...
