If the black dots are mites poop u should be able to see them. Definitely possible as the black spot fungus I was referring to usually affects leaves.

This picture is bud rot. But the black dots are a different fungus. It's very common in rose bushes. Not sure there's a cure. From what I've read pertaining to my rose bushes it's just shitty genetics. Probably too late to try to apply fungicide as those look like they are ready for chop.

Wait for it to grow. Flip it up side down and transplant/add more soil to bottom.

I think ud have better luck with a softer light. Ocean forest is a little hot for seedlings. I really like jiffy pucks but fox farms has a seedling soil too. If you've gone through 30 seeds tho I think I would take a look at the genetics though.
