Do I need to drill holes in the top box for air to get in?

I got 10 White widow and 1 of them sprouted within a day and a 1/2. Two took a few days. And the rest just no action. What is the germination rate for seeds? Pretty much I am 3/10 for the seeds I got. Is it me or I just got a bad bag?
