can anyone tell me what this is I was thinking it was spider mites but have went over the plants 4 times they are not on there I got over 20 plants by this one and its the only one doing I put some spider mite spray on it just in case but its still doing it now almost the hole plants has spots

the grasshoppers are eating everthing I been using 5 dust and it worked great but I cant use it anymore cause my plants are flowering anyone got any ideas
