yes,yes,maybe. i dont know what kind of soil it is but i would take out all foreign material and add some perlite, maybe even some garden lime to help keep the ph in check , earthworm casings . you should use hps for flower but if you use cfl find the ones with the kelvin range as low to 24000...

if you decide on ffof be carefull it is kinda hot for the young ones. i give it a good soaking the day before i plant maybe it seems to make a little difrence
