It may be oxygenating the sprayed area, but if the roots are sitting in water, that water will need to be aerated.

I had a couple of issues that H2O2 couldn't beat. Grab some Phazon20. 1ml per gallon and let it work. Your airstones will cause it to foam a bit in the rez, but it works wonders. Be careful not to overdo it though. Fully clean everything next rez change.
