From the article posted on yahoo I don't know if he did. The judge over the case sentenced Winston to obedience and canine good citizen classes and has to wear a tag that says hes "Potentially Dangerous.". It also said all charges will be dismissed if classes are completed successfully.

The owner didn't seem like a bad owner or someone who is using his pitbull to gain an advantage. Winston needs to be socialized, and put through obedience training. I'm also surprised the officer didn't put Winston down. Usually they wont hesitate to shoot certain breeds of dog.
