What spectrum is it? And at only 48 watts? You need around 100 actual watts per plant. Also led's don't penetrate very deep into the canopy. I'd recommend a high pressure sodium or metal halide if you can exhaust the heat. Go with cfl's if heat is an issue.

If you move it while still in veg it won't be a problem.

I recommend a 'Bake-A-Round' off ebay. Not quite 4 inches but fits nice inside some 4 inch duct work. Like 10 bucks.
