cool, I'd never read about cloning in soil. Most of what I've seen is either in a bubble propagator or in perlite with nutes. Good to know!

I've read that some strains can veg in 12/12, so trying to flower in it can be "too close to home." Try 11/13 for a week, then 10/14 to force the issue.

Not watering until bone dry stimulates the roots to grow and seek out water, which will help establish them in the pot. You may want to wait a bit, though, to let the plants get over the trauma of transplanting into a new pot. More experienced growers will be able to tell you how long to wait...
