i wouldnt be surprised...i bet the crime is staged.. even wonder y old people get beat to death or random murders,etc.
what if it being controlled....

it not far fetched to think of an organized unit ,ala mafia, a cartel, a business...

hire goons to go around and cause trouble.
then we make deal with the politicians ,mayors,etc...
