Awhile back I watched him play the race card against someone, I think Desert Dude but not sure, and he mentioned a long history of racists posts as proof but didn't post any to back up his claim. Then I noticed he's only had an account for 2 months, not really a long history but not knowing people here I gave him the benefit of the doubt. He's removed any doubt

They grant extra restitution via greater punishment to the perpetrator. Why should causing harm to one group of people that share a superficial thing such as race or sexual preference
grant that particular victim additional restitution? I think "extra punishment" = "extra restitution" = "extra rights".
