confused on one point - it's legal in Holland, and the Netherlands is in the UN, so why couldn't it be legalized in another UN country? genuine curiosity!

Officially, it is illegal in the Netherlands. It is only "tolerated".

The Opium Act states very clearly that every part of the hemp plant is banned except for the seeds – this is in accordance with many of the international treaties which the Netherlands have signed.
Much like the original OP said, they cannot legalize marijuana due to international treaties.

They may not be able to "legalize" marijuana due to the treaties, but decriminalization IS an option even under the treaties. The UNODC (United Nations Office on Drugs and Crime) just put out their annual report, which praises Portugal's approach to curbing drug use and related crime. For anyone who doesn't know, Portugal decriminalized possession of small amounts of drugs back in 2001, I think.
So, even if outright legalization can't occur just yet, decriminalizing possession of small amounts of drugs isn't out of reach. |

Antonio Maria Costa is the Executive Director of the UNODC (United Nations Office on Drugs and Crime). He's considered, the UN drug Czar.
If you just read the preface of the World Drug Report, you can instantly see how tendentious, close minded and absurd his ways are. He contradicts himself quite often. There's this open battle between Dr Pollak, and Mr Costa you should all check out. Dr Fredrik Pollak, a respected dutch psychiatrist, asked Costa one simple question through the years, and in many different scenarios. The question is: "How do you explain that in the Netherlands, where cannabis is legally available for adults, the average level of use is the same than in the rest of the EU, and lower than in UK and U.S.A.? Doesn't the example of the Netherlands show the futility of Drug Prohibition? Its a good question, that Mr Costa just seem to can't handle... Check out this link, and watch the videos.
