That means they can use the same excuse to detain you when they have no other cause.

Police Officer: Well i guess we will have to take you downtown until we can prove you are a citizen. And since you are leaving your car here. We have to inventory it before we tow it.

Muyloco: You can't search my car without permission

Police Officer: I am not searching your car I am inventoring the contents. If i find anything illegal though I can bring you up on charges for that

It took me like 5 minutes to get this but once I did that shit was funny! That would be hilarious if police started stopping white folks and asking them of their citizen status.
