Why are all of our inner city public school systems (union) a major fail, why are the same schools in the suburbs much better.

When you say black you say poor. When you are poor you are stuck. Government takes care of you instead of making it easier for you to take care of yourself. A lot of people like to be taken care of.
We don't plan for the future well. If we did as a people, we'd save better and not back ourselves into a corner where we have few if any options. How many times have you heard from someone say, its not much more than what I make on unemployment or welfare so they don't take the job. They aren't thinking. As long as you're on the government mule, you've hit your ceiling on earnings.
