some of those construction workers are still out there working two+ years later. and construction workers don't build highways and bridges with their bare hands, materials and supplies are involved.
plus, when you're all done, you have a wider highway or bridge to show for it. i routinely sit in traffic way less since they widened the highway. that means less gas wasted, less money wasted, for every single resident who uses that highway. not to mention the businesses that move goods and services over that highway not having to waste as much gas and money.
