I wouldn't rely on pinning all of your ideology on two words, "general welfare" because the state of the general welfare is not so good.

yes our general welfare is not good for some, so Congress needs to do something ASAP to promote a better general welfare for those who are not so fortunate ... Thank you for agreeing with me
