The city in which I live actually did this a few years ago. It turned into such a pain in the ass for real people, who actually do real jobs, that actually produce real products, that actually produce a profit, that they had to go back to five days a week.
In addition to that, like most government bureaucracies, they didn't think their little plot through. They didn't think about the city employees who would be driving their cars, mowing the lawn with the power mower, water skiing behind the power boat ... and just generally doing things that more normal people do on their days off.
The clincher was, though ... a brighter bulb, in the private sector of course, came up with the suggestion that the city employees take days off during the middle of the week just to prove that their little scheme wasn't intended to just get very long weekends.
We're back to normal now.

OK, if that did not work, scratch it off the list. There are plenty of ther ideas to work with. The big problems are with commercial trucks and the tax structure and road use. Change a couple things there and 10 percent improvement happens overnight.
OH, OH, don't forget illegal drivers account for 30 percent of the traffic in many large cities. Get rid of them!!!!

thats funny. And those new cfl lights are turning out to not be all that efficient either. its all for money.
instead of that corn bio fuel crap we need to seriously start looking into hydrogen fuel cells. My friend had a very interesting e-book on how to convert your car to fit a hydrogen fuel cell. All you did was poor water in the tank. Im trying to get a copy of the e-book. i will post it when i get it for anybody thats interested. How it worked was the water passes through a magnet or some type of electric plate, or charge and the water is broken down in to molecules. Then it separates the hydrogen and turns it into power. Very much in the same way those bmw hydrogen cars work. The only reason i can think of we have never heard of this is because if you are able to fuel up your car by simply putting water in your car, how would these big evil corporations get our money?
