    They absolutely have a legal mandate to protect you. Even hear of something called "equal protection under the law"?

    That being said, I think cops do more to prevent people from defending themselves than anything else. I pray for the day when all cops are replaced by technology. We now have the ability to monitor traffic and public areas through remote means. Cell phones in the hands of every citizen pretty much eliminates the need for patrols.

    I'd like to see small squads of cops just watching computer screens and waiting for calls. In other words, responding when needed and doing their job rather than harassing people.
    The problem with your "solution" is the cell phone won't stop a masked thug and neither will a camera. For that matter neither will a cop, all they can do is respond after the crime has happened...then it's too late...you could be dead.

    In addition to the cell phone, a well armed peaceful person would have the ability to defend him/herself.

    The cell phone is for reporting the shooting.

    Here is a tip though - always ask someone else to call while you keep quiet.

    On another note - if a guy isn't doing something that compells someone to report him he isn't doing anything wrong IMO.

    Oh no! Its Crimerate Change!
    Lets issue gun credits to all citizens and then pay those that wish not to use them. We can then sell those gun credits to other citizens that would like to carry more than one!
    We can call it "Busta Cap and Trade".
